Test the batteries with a multimeter that will tell you if the batteries are shot. You can do the same with the charger, test it with a multimeter but I don't recommend it unless you know what you are doing because you will be live testing it.

My suspicion is carburetor (fuel). Possibly water in carb bowl (and tank).

Suggest you drain all fuel. Remove carburetor bowl, drain and clean, reassemble.

Fill with fresh fuel.

If you capture fuel and transfer to a clear glass jar, water is indicated by a discernable line, fuel on top of water.

Tighten the blade bolt..shaft cud b bent causing vibration. Belts cud b bad

the drive wheel is most likely rusted to the hex shaft due to not greasing it often enough

Mine was stuck in 3rd gear and all it needs is cleaned get any rust off new grease and oil the shifting gears that's all it needs it's a spicer dana transmission

You can trim down a larger brush,Im not sure what type of brush this uses but you can trim down a brush using a Dremel tool with a diamond wheel where a dusk mask use a set of calipers to get size correct
