You just put the food in the microwave and the dish surface heats up as well as the food. Microwave heating work by heating the water molecules in the food. The dish contains a metallic content on the base which heats up. You can also preheat the dish and drop food into it so it starts sizzling straight away.

Seems easy enough, but please watch your husband and keep him away from the internal capacitor. The bulb is at the front upper part of the case. You just need to slide the cover back a couple of inches.

The reasons for over heating compressors are Condenser fins blocked with fluff.
The reason for a compartment not cooling is lack of refrigerant gas or blocked condenser fins.
Clean the condenser with a brush and a vacuum. If that doesn't fix it, you need a Service Call or a new one (depending on age and condition).

According to videos, Panasonic require removal of the case. Some manufacturers including Panasonic have a small access door on the outside and my Panasonic Catering microwave did.
H98 means the component that produces the microwaves is fried. It costs more to have it replaced than to buy a new microwave, so if it isn't under warranty, throw it away and start shopping.

Are you sure that Model Number is correct? There are 73 Oster Microwave Manuals here, but none of that model number designation. When in doubt 'Read the Manual'.
The kilograms settings are for meats and cakes and large objects. All microwaves have a seconds and minutes setting. Most also have presets for certain things like Pizza and Popcorn.
