Cooktop knobs will not turn. i tried lubricating the shafts with WD 40. no luck. any other suggestions?
WD40 is a Water Displacement (formula 40) spray. You do not need to displace water. Also when it fully dries, it leaves a waxy film to further shed WATER. People use it for everything, it smalls nice, but it was made for one thing only.
Electric or gas cooktop?
Gas have a safety feature, push in and turn, some have an electric lock.
Just sticky, or corroded, use Plus Gas, or some type of penetrating oil.
Did they work before or is this cook top new to you?

I have noticed there's quite a mark up on gas cooktop stove parts, specifically Jen air model number CVGX2423B. I need to replace the valves.
Sorry I am unable to comment on your specific problem, I just wanted to remark that it is the usual practice with bought-in parts whereas those parts manufactured in-house tend to be more reasonably priced.
Often it seems the price of bought-in parts double as soon as they arrive and then repackaging cost is added and then a notional amount of extra profit added for good measure...
Sometimes, when a component bears the name or the logo of the original manufacturer, it is possible to source replacements from that company resulting in a considerable saving. Several times I have managed to do this and once the saving was an incredible amount. The appliance manufacturer wanted £65 plus carriage and tax but the component manufacturer sold me the part for a total cost of £16.60.

KNOBS WON'T TURN
if the knobs wont turn, the cooker needs to be serviced by a gas engineer the gas taps are seized they need gas tab grease

What does error code L means on the delonghi cooktop
The L indicates that the child lock feature has been enabled. This ensures that the burners do not function while you clean the cook top and that a child can't turn on any burners.
The procedure depends on your cook top model. For some induction models, to toggle the child lock feature off, press the front right burner zone display and the booster function key (circle with a solid circle inside on the right of the selector zone) simultaneously. Then press the front right burner zone display again until the L disappears from the display.

For an electric ceramic cooktop DTCH808, to turn off the child lock completely, press the bottom right + in a circle and the - in a circle (in the center surrounded by 4 of the + in a circle areas) simultaneously and then release the keys. It is child lock.
Turn cooker on, press two + at front of oven, this will then take it off for that cooking session.
To turn child lock off switch on hob, and touch - for 5 seconds.

Help omega cooktop only displayinG H or L help
Child Lock:
After switching on the control, the child lock function can be activated. To activate the child lock,
simultaneously operate the right and the left of the slider button and then operate the right of the
slider button again. "L" meaning LOCKED will appear in all heater displays and the control can not
be changed. (If a cooking zone is in the hot condition, "L" and "H" will be displayed in alternation.)
The hob will remain in a locked condition until it gets unlocked, even if the control has been
switched off and on.
To deactivate the child lock, first switch on the hob. Simultaneously operate the right and the left of
the slider button and then operate left of slider button again. "L" will disappear in the display and
the hob will be switched off.
