Read the reviews! It is the most complicated timer I have ever come across. I have to use the instructions EVERY time I need to alter the timing. I have it on a table lamp, so it needs altering about every 2 months.

Take it back and get another type.

Do you own a multimeter to test the batteries? If not, are the batteries new (Recently purchased)? Please double check the contacts that push against the batteries. Are the contacts clean and push firmly against the batteries? Are the batteries installed correctly? Electronics are polarity sensitive. If you have confirmed that the batteries are ok and they are installed correctly. Unfortunately it may be time for a new timer.

Some have a tiny reset button. Some have internal batteries that need replacing, look for a door on the rear.

Set the time in the centre window by turning the dial. The grey shaded area is night-time.

The Green are Red tappets pull out. Push the green one in at the time on position, and the red for the time off position.

The knob on the top can use turned to switch on and off manually.
