I found my manual...simplified version:
1) On the panel - press the manual button 3 times until Auto is lit - the remote can now be used
2) press on - on the remote
3) press the desired time (2, 4, 6 or 8 hours) on the remote
4) press repeat on, on the remote
Timer should be set!! =)
Pressing auto off wipes out anything that was programmed!!

The instructions are engraved into the back. It will go off and come back on after one full time cycle. You have to set it and then leave it alone. Don't set it in the dark (if it has a photocell) or after the time it is due to come on, so in other words don't set it at 6pm to come on at 4:00pm.

To set the timer press the right arrow key. The timer will now be blinking 1on. This means on time for program 1. Press set. The days of the week will be blinking now. Use the arrow keys to scroll through the options, like just one day of week, every other day ETC.. Press set when you get what you want on the days. Now the hours will be blinking. They start at 12:00 AM, so to go to 1:00 PM you would have to press the arrow key 13 times. When you get the correct hour, press set. Now the minutes will be blinking. Choose the minutes you want with the arrow keys and press set. You will be back to 1on blinking. Now press the right arrow key to go to program 1 off. Set the off time the same way you set the on time. After setting the off time, or any time 1off is blinking, by pressing the right arrow key you will go to 2on and so on. You can scroll through all the programs by continuing to press the right arrow key. Both arrow keys work i.e. you can go backwards if you went too far. You can go to program 20 off if you press the left arrow key. Keep pressing the left or right arrow keys to skip to the program you want to change. When you get to the program you want to change, press set

I found a manual for the Hitachi PC-P1HE which might be similar to your model. According to the manual, if the unit is turning on by itself, it could be due to a malfunctioning remote control or a timer setting. Here are some steps you can try to resolve the issue:

You will need a specially made school siren timer. Normal timer have a timer that can be set to the time accurate to a second, but the shortest On-Off cycle on a manual timer is 15 minutes and on a digital timer is one full minute (On at 12:15 - Off at 12:16).

The instructions do not mention a backup battery for the clock. However, just in case, check to determine if there is a battery compartment. If you find one, open it and install a fresh battery (or batteries.)

According to the Westek TE06WHB User Manual, if the display does not appear, you should plug the unit into a wall receptacle and charge the battery for 1 hour. After that, remove the unit from the wall to begin programming. Press and hold the SET key for 3 seconds, then release. Press [+] or [-] keys to select current day. Press the SET key again until hour display flashes. Press the [+] or [-] key to select hour (AM or PM). Press the SET key again until minutes display flashes. Press [+] or [-] keys to select minutes.
