there are two 1/4 inch bolts on the carburetor side that hold a cover on. take the spark plug out on compression stroke on top dead center and check them. if they are to far out take the head off take them out and file down to get the correct gap need for it.
older side valve engines are checked through the side plate that has the breather hose in it
they are non adjustable and if there is not enough clearance the head has to be removed , the valve removed and the end ground to the correct clearance
First thing to check would be the battery terminal connections. If there is corrosion they will not deliver the amps to crank. A little corrosion will do it. They must be clean and tight. Good luck.

2--- tdc both valves have tappet clearance
