Pull cord locked on a Briggs and Stratton Snow Thrower and have tried the spark plug thing and still is stuck
what else could it be ? it is only less then a year old
Most likely cylinder wasnt lubed enough before it was stored. Remove the spark plug, also remove the belt cover behind the chute. Take a few drops of reg 5 30 oil drip in spark plug opening. After sitting a few mins, take a big pair of channel lock pliers and grab ahold of the crankshaft where the belts are and spin shaft in both directions numerous times. Should free up with some effort. If it turns but feels like its jamming up u most likely have a broken connecting rod. But if ran fine when u parked it it should be fine. Once it frees up some, try electric start a few times but double check oil level is okay so cylinder gets proper lube. Should be good to go. Let us know and good luck
Briggs and stratton model 10t802 does not prime with correct new primer bulb
Most of the time, when the problem is NOT the primer bulb, then it IS the gasket behind it. Sometimes, an easy way to see if there is a blockage (at least on the primer bulbs that have a little hole in the center) is to stick a tiny red tube directly into it and give it a shot with carb cleaner.

Could also be the governor spring which automatically controls engine rpm. Under load, the governor would rev up engine to keep at optimum cutting rpm. If spring is weak, bent, or mis-adjusted, surging can happen. It is possible to adjust spring, but to do correctly, will need some way to measure rpm, and not to meby, the recommended operating rpm. Might have to replace spring if it is damaged, that is saying it is the spring. I agree with a tune up first. Plug, air filter, and fresh fuel.
