your device is going into a mode which allows you to flash a rom to the device....gets there by holding vol up and power button at the same time. from the device shutdown mode press vol down then power button....should take you to the correct screen with a list of options
Can you see the app in the play store? If it is not searchable your device is not supported by google at moment. You can try to install it manually. here is a link to app. you will have to go to your downloads folder with a file manager and install it from there. you may also need to allow third party apps in your system settings.
