You are going to have to take the handles off and clean out the ports and valves. Evidently something is stuck under the washers. Turn off the water underneath the sink, remove the handles, just as if you were going to replace washers. Also look into the faucet inlet where the water hoses connect. Probably sediment has gotten into the mechanism.

Contact A/S via web site they will probably send you a new diverter free if you raise enough stink about having this problem and you would just buy another brand faucet.

The bonnet nut may be to tight.Turn off water to faucet and remove handle with allen wrench at set screw then unscrew bonnet nut to reveal bonnet washer and valve ball there are also springs and washers(take note how it is taken apart because it must go back in same way it came out)then clean all components use some plumbers grease or vaseline to coat parts when replacing it will help in the movement of handle also,(you may want to put in repair kit since you have apart, availabe at home improvement, hardware, plumbing supply stores,I do recommend this).

Cold and warm water, no hot water
If this is a new installation or someone has removed the lever and put it back, take the lever off.
There should be an plastic insert with grooves and a stop on it, which allows the lever to only go so far. This is removable. The insert acts as a stop to prevent scalding. you should be able to pull it out and reinstall in with the stop more toward the left allowing the lever to go more toward the hot side. Hopefully this helps out.

If you have properly replaced the diverter assembly, there is either a problem with valve or debris was left in the valve from old diverter when new diverter was installed. Disassemble diverter by pulling spout back off. remove new diverter and check valve. Cup your hand over faucet and turn cold water handle on to attempt to flush any debris left behind. Try several times then reassemble. If this doesn't do the trick then replace. Get a quality filtering system and take care of your new faucet by making sure it's dry and polished after use. You won't be replacing your fixtures as often from calcium and corrosion.

Does it have a diverter on the spout? If so, replace the spout with the same type. If it is a new installation, did you make up the valve or was it complete and designed for tub & shower? If it's an old valve and it has a separate diverter stem, there is a spacer behind the valve between the valve housing. Replace it.

There is a possibility when you installed it calcium and other foreign deposits clogged the hot side of the faucet. It is important before connecting your supply lines to flush out into a bucket before connecting. Most faucets are now made to save water and come with restrictive orifice in the valves. Water heaters are rarely maintained by completely shutting them down, flushing and cleaning tank, vacuum out firebox, test T&P valves and visually check for any signs of corrosion on an annual basis. They are usually the culprit for the types of problem you are describing. Try disconnecting your hot water supply at the emergency shut off valve, (make sure it's off) take a bucket and with the cold water still on, open your faucet to the center position. This may blow out the debris that is stuck in orifice.

Replace/repair and american standard bathtub
Hi,
You didn't describe the problem you're having. I'm giving you a website that describes how to get to the diverter and clean it up, replace the washer, etc. You probably will find this site quite useful for most of your household replairs.
Here it is: http://www.ehow.com/how_5067727_repair-american-standard-bathtub-faucet.html
Hope this helps. If it does, I'd appreciate a 4 thumbs up. Thanks,
Handie Andie
