You can tell if the fan is working, you will hear and see it. If the element was bad, it wouldn't get hot at all. If the thermostat was faulty, it usually goes short circuit and makes the element glow in time because it won't regulate the heat. make sure clock is set to manual mode not automatic

Check the instruction book for setup. I think there is a procedure for startup. On my oven I have to press two buttons at once to get to the menu.
