The problem with power fluctuations is the Surge Power that exists when Power Is Restored. That passes excessive current to the TV Controller circuit and can blow the circuit board. Sound like that has happened to you.
IN THE FUTURE...always use a UPS (Uninterruptable Power Supply) approximately 1000 Watt unit. It has a battery back up feature and filters the line Voltage. It protects the appliances and saves you grief. Walmart has them, Amazon too.
Scan doesn't work on Acer AL2671W
Main system control memory IC fault. This is a very small IC; have 8 solder terminals, and can be located very near to the main system control-chroma IC. Check and replace it. Be sure to replace it with the same number printed on it; in all respect. Otherwise, it won't go.

There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. The most common failure in LCD monitors is capacitor burnout in the power supply. If that was the issue, and the service tech used the same brand of capacitor or a substitute with an inadequate ripple current rating, the problem would happen again. I have had excellent results using Panasonic FR-series capacitors as replacements, especially if there is space to go to one with the next higher voltage rating (usually also has a higher ripple current rating). The price is not too high if purchased from a general components supplier such as Mouser Electronics or Digi-Key Corporation.
A burned-out capacitor would have a domed top and may show signs of leakage through the safety vent cut into the top. Compare the bad caps marked in red with the good one on the right:

Back - light problem. Check and replace damaged component/s at its back-light inverter board, or replace this board as card basis. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts. It will be best to replace the inverter board as card basis.

In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board.
WONT SCAN ANY CHANNELS
My TV has a spot when I go to program channels that says Cable or aerial. if you are on cable the aerial button will not work. Same the other way around. Make sure its programed on what you are using.
