...be that either your cable is not working with the actuator or you need to put a new gas cover switch. I am not a VW Beetle Guru or anything but it might help a bit in troubleshooting. Good

VW Beetle Should be #13. See the attached diagram Check your headlights, and hazard lights if they all work, good chance it’s the switch, that’s connected to your break pedal, like David koenigsaecker
