Won't start its like its not getting gas. I can turn the key and pump on the gas it will rev up and shut off. I thought it was the fuel pump so I changed it and that didn't solve the problem what else

When I am trying to fill gas, the gas comes back up the neck of the tank and shuts the gas pump off. What would cause this to happen? A blocked gas filler vent would cause that.
