no radio or clock,fuses on panel are ok,are there any other fuses? If you didn't check all of the fuses try checking the cig fuse. Sometimes the radio and clock are tied into that electrical circuit.

clock & radio being out, I would say the fuse that has constant current, both sides with key off is one that your looking for, as these 2 things need a source of constant current for memory functions,
