I found a site for you to download the drivers for a BL-C111. The BL-CL10A is there to I beleive.
Copy this address to your browser and o there and download the driver.

Try
disconnecting the Camera from the USB port and install the downloaded software
program. When the program asks you to connect the camera to the
USB port, do so and it should work.
Then
to use it on the Web do this.
Web Camera’s have to be
setup on the program they are to be used with. Just installing the camera
on your computer does not set it up to broadcast on messengers or Skype.
Each program has Options that have to be setup in order for
the Audio and Video to function properly.
A. Skype Setup:
After downloading and installing Skype (http://www.skype.com/intl/en-gb/download/skype/windows/beta/downloading/
) set it up as follows:
The camera and audio should function properly. Your
friends and Family will now be able to see and her to you.
B. Yahoo Setup:
After downloading and installing Yahoo Messenger

C. Windows Live Messenger:
NOTE: You audio and video should work. Enjoy.
When done both the Audio and Video will function properly so
you can chat and see family or friends you are connected to.

You will not find any software to do this on the Panasonic website. They only supply instruction manuals and firmware upgrades.However you don't need any installation CD. This camera is a web server so it contains all its own software. All you need is to type in the local network IP address (default is 192.168.0.253) into your Internet Browser and then enter your ID and password into the screen that pops up. The installation CD is just scanning your network to look for a camera on some IP address and it makes things a little easier if you have multiple cameras. All the rest of the setup is actually in the camera's Active-X software. If you previously set the camera up with a different IP address and/or port number and you have forgotten it, or you can't remember your User ID and password, (write it down the next time) you may have to reset the camera (see the small reset switch on the underside of the camera) and you will have to start from scratch. But you don't need the installation CD. The camera will ask you exactly the same questions as the CD. Typically you will have to set it up first in wired mode with an Ethernet cable to your router, but this is only because the camera doesn't know the SSID of your wireless network until you tell it (go to Setup/Wireless when you have logged into the camera.) Once you have put in the required wireless info, you just flick the switch on the underside to Wireless Mode and it should all work just fine.

I'm not familiar with the VIEWNETCAM.COM service but one thing is for sure you need to forward two different ports for the same service to two different devices trough your firewall if you want them to be available on the WAN, now, is the service you are using FREE??? if it is have you took notice of the convention??? the text where you click (I AGREE) when enroling the service..., maybe they allow only one camere at a time... if you pay than they support more... have you tried connecting to the cameras straight (without the viewnetcam service) through the internet with your WAN IP address??? if it works on your LAN it should work over the WAN with the proper port forwarding...
