use meter to ensure that you have 220Vac. remove cover from pressure switch and ensure that 220 vac is is applied to motor side. The start circuit may be stuck. usually the switch is located on the inside rear of motor. check centrifugal switch
You can narrow it a bit. Turn the ac off and reset the breaker. If it trips then you have a short to ground likely BEFORE the machine. If it does not then it's internal. Only turn the fan on, no heat or cool. If breaker trips then it's in the blower. If not, turn on cooling. If it trips then, likely in compressor. Good luck!
it is possible that it is not the compressor but the breaker has reached it's end of life. I'd change it to eliminate that before throwing any more parts at the compressor.
My suggestion anyway.
It is likely that the compressor windings are shorted and when plugged in, throws the breaker. Check to be sure the cord is in good shape, too. Remove the connections from the compressor (mark them so you can replace) and tape them off. Plug it in and see if it still trips the breaker. If it does not, the compressor is shorted.
