Unfortunately if the scanner is unlocked and you have reinstalled the software with no luck, then the scanner is defective.
If your scanner is still under warranty you can get a free repair or replacement form Canon...your best bet would be to contact them via one of the methods listed here:

I had this problem with my Canon LiDE 210 which gets its power only through the USB port cable ( no separate power connection). I just plugged the scanner into a different USB jacks on my computer until I found one that provided adequate current to power the scanner motor and circuitry, then that "switch lock" error message stopped appearing. Most computers are made with different USB ports able to provide different amounts to power to peripherals, so check your computer manual to see which USB jack can provide the most current.

This problem can occur when there is not sufficient power from the USB port. I once had this problem when I connected the scanner to the USB port on a hard drive that was not itself plugged in. When I connected the power to the drive the problem went away.
It is also sometimes a problem with a specific USB port that is providing low power. Simply by swapping to another port you can sometimes solve this problem.
