I bet the grease has set up and the worm gear is just frozen in place. Have you tried spraying some oil or wd40 or silicone lube into the worm gear, and lubricating the trunnion ways? I can't believe that if you've unlocked the handle lock and pushed the handwheel in the saw won't tilt at all. You can download manuals for that saw from here. See page 14 for more details, or get someone who's mechanically inclined to take a look at it for you. If the saw is new, it has a 5 year warranty.See here for repair or parts info.

I hope this information allows you to resolve this issue. If you need further assistance, please post back with a comment to this thread.
If I've managed to answer your question or solve a problem, please take just a moment to rate this post....thanks!

I wrote a long comment to this post that apparantly got lost in the ether somewhere. Sometimes posts get unconfirmed and dropped on this site.
Anyway, if you look at the online users guide you'll see that you have to push in on the tilt wheel to get it into the position that adjusts the tilt mechanism instead of the casters below the saw. The same wheel adjusts both mechanisms. Please read the manual.

First guess would be a lock bolt is tightened down. Second guess would be a 90 degree latch or stop. Take a look at this link from "mikestools": http://www.mikestools.com/download/Jet-Owners-manuals/Jet%20Tablesaws/708661.pdf.

I have a delta 34-444 table saw, is it a right or left tilt, or how do i find out?

Left-tilt, right-tilt refers to the direction the top of the blade can be tilted when it is not straight up and down. There will be an indicator on the front of the saw, normally pointing to zero. When you adjust the blade away from zero, if it tilts to the left, it is a left-tilt saw.

10 inch lest tilt Unisaw will not tilt to complete verticle --only goes to 88.5.

There is an adjustment under the table top. It usually is a bolt with a lock nut that allows you to adjust the table to a predetermined angle every time. You can adjust the amount that the table will go by unlocking the lock nut and then turning the bolt the correct direction allowing the table to come to a full 90 degrees. Once you have the table a 90 degrees lock the bolt down with the lock nut. This will aloow you to change the tilt of the table to something other than 90 degrees and then come back to the 90 degrees by turning the adjusting wheel until it bottoms out against the locked doen adjusting bolt.

I'm missing a ''tilt'' set screw on my Craftsman 10 inch table saw

I couldn't find that model Sears saw to confirm, but if yours is like mine (113.298720), then the handle on the right causes the saw trunion to swivel left and right. And there is a locking hex-head bolt on the front of the saw up close to the underside of the table. This bolt locks the trunion in place keeping it from swivelling.
Take a look at the following diagram http://www.searspartsdirect.com/partsdirect/showSubComp.pd?imageUrl=http://c.searspartsdirect.com/lis_png/PLDM/P0908018-00004.png part 22 is the shaft that tilts the blade Part 30 is the bolt that locks it in place part 29 is the handle part 28 is the spring that holds the handle on the locking bolt

Bought model 3400 skil table saw. have no manual. can't find control for tilting blade. how do i tilt blade

This model does not have a knob on the side.
There is only a locking lever on the front next to a single rotating wheel for height adjustments. To tilt the blade simply twist the locking lever to the left and push the height adjustment wheel to the right. It can be a bit stiff at times to move.
