In addition, flash lighting dust doesn't make a white spot, but a fuzzy whitish circle (out of focus). The image underneath is still visible, but distorted. These are definitely not flash reflecting on dust.
In which case I am puzzled as to what they are if they are not supposed to be there. I have read of problems with flash lighting up dust particles in the air, but these are not flash photos.
These spots are not pixel size. They must be objects which were there.
Do some test shots - are they always in the same place? deliberately underexpose. If so, they are probably so called "hot pixels" which is another way of saying defective - return it.
