Go to the Dell support site on another computer,and look for drivers for you computer model. Download them on a usb drive or on an SD card and install them on you Optiplex computer.
From the research I've done, it sounds like an issue with a (possibly corrupt) file in the video driver. Most people are recommending another video card be installed temporarily, to complete the windows installation. After that, you can uninstall the original video driver, shut down, then restart to have Windows reinstall the original video again.
