If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). HP F1703 Screen goes black within seconds of startup

That is either the backlight or its power supply.

This is a bit tricky as you can get it fixed under warrenty but they will likely ask you to send back the entire computer not just the monitor. It is also something that you could fix or several shops could but the repair cost really isn't much less than a new monitor. You are not stuck using an HP monitor so anything will work and you can get quite a lot bigger or better for about $120 and up. Repair cost is going to be $80-$100 so as you can see for just a few dollars more you have a new warrentied monitor.

When i turn the monitor power button on monitor come on for about 3 seconds then screen goes black but power button is still lit. tryed old monitor and it works fine

Monitor displays the PC screen but switches off within 10 second

Unfortunatley your monitor is going out. I just had that problem. My sceen would come on, but after about 10min. it would blink off and turn black. I would have to hit the off button on the monitor, then turn it back on. It would work fine for a few minutes then black out again. I got a new/used monitor where I no longer have that problem.

I did check to make sure my hybernate was not activated, it wasn't, I had it set to never turn off.
