The safe mode avoids loading all the files that are used in the normal mode.
Either you have a virus of some kind (present in one of those files not loaded in the safe mode) or other malware.
You need to run a few things on your system such as Spybot S&D, Ad-Aware, and perhaps do a free online scan at a reputable site; some of those sites are hard to get rid of.
Also. Windows Defender has been very stable and has proved useful as well.
All of the above-mentioned are freeware.
Sounds like you have a software issue rather than ahardware, problem could be spyware or even a virus. Something is using all your resources and you need to get that system cleaned.
