When I start My PC the RUNDLL error occursError loading C:\program~1\Mywebs~1\bar\1.bin\m3plugin.dll The specified module could not be found.  Solve my this problem as soon as possible.

You obviously have a spyware or virus program running that has taken mywebs out. My webs is spyware you do not want it to load. The message is just telling you that it has a startup command but the program is no longer there, Thats a good thing with Mywebs
to stop the message just run msconfig

Click start, in the run box type msconfig.
In msconfig under the startup tools just uncheck anything that has mywebs in the name
