That might be caused with a lot things maybe RAM, maybe a corrupted OS, or might be a loose connection of the hard drive, maybe a virus or a malware. If you can go safe mode( by pressing f8 during boot up)run your anti virus from there if that didn't work try your system restore. If that didn't work try removing your RAM and replace it (you must have a back up RAM at least for testing purposes). If that didn't work also try removing your Hard Drive. Remove it carefully then carefully re install it.(Remember to pull out the battery and the charger before removing your Hard Drive and RAM for safety precautions) If neither of the above worked, then clean installing your OS is your last option.
Good Day.

Turn the computer off all of the way by holding in the power button until it shuts off.

Turn it back on and immediately start tapping the F8 key. It should bring you to a menu that has an option for going to "Last Known Good Configuration". Choose that option and see if it boots up.

If pressing F8 doesn't bring you to the menu - you may need to run diagnostics on the computer. To get to the diagnostics, attempt to boot to the Boot Menu by pressing F11 or F12 at the boot screen and see if it gives you the option to run diagnostics.

You have errors in the boot section, not allowing any of the GUI's to run.
When the system starts press F8 and when you get the menu select Recovery.
That will fix it.

Black screen with blinking cursor upon start up

You don't say what Windows are you using.
Anyways, it seems like you have a corrupted BOOT problem.
On Windows Vista and Windows 7, you can insert your Windows installation CD, and choose the "Repair my pc" option.
Windows will do it automatically fro you, and you'll be up and running in a couple of minutes.

Dont forget to rate this answer if it helps.

Black screen w/blinking cursor

So.. you can select safe mode? Or you turn it on and it is resuming into the blank screen?

If the latter. Unplug the power, pull the battery out for 20 seconds or so. Then put it all back together and try booting up.

Toshiba a75 s-206 problems helppppppppppppppp

Sounds like a bad hard drive to me. Take out the hard drive completely from the laptop and boot up with the windows xp cd and it should go past the blinking cursor. At that point you know you'll need another hard drive.
