I have to reset my bios for a dell dimension 3100 cpu everytime jus to get it started why is that and what can cause it and what would be a solution to stop this and just have the cpu u to come on normal

First i think the battery is not working anymore you should replace it..
most has a cell coin battery you can get it at radioshack or other any store..the size of cell is almost like a quarter 25 cents
have you ever upgraded the bios before?..if yes maybe its the cause of trouble..
in case the battery dosent works... then the bios is corrupt and should reflash bios to make it work properly again....

Dell does not supply bios passwords for Desktop systems. You would have to change the motherboard jumpers to clear the bios password. For help to clear the password please contact Dell Support for system ownership verification and they will then help you resolve clearing bios password.

try going into your BIOS and changing the boot sequence, it may be set to boot from floppy instead of harddrive. or you could just reinstall windows, but that sucks cuz then you lose all your data and programs. and not to be rude, but you shouldnt have bought a dell, they are full of problems.

What can cause this error?

Well, this is the problem since quite a variety of problems can trigger the error.

1: the bios can be malfunctioning (a bios reset or flash can give a solution)
2: the cpu can be malfunctioning (this requires a new cpu)
3: the cpu socket can be failing (this requires a new mb)
4: the problem can be with bad usb sockets
5: even a bad uplink to a usb hub can cause this error to appear.
Did you change your monitor lately? I would chase down the USB things first...that and the monitor seem to trip the trigger...
Hope this get you started- I think you were right on target with the flash of the BIOS-try it again using the BIOS flash downloaded from the dell site...and to run the chipset again...it just might

Bios Error Message
With the system off, open the side cover and re-seat the RAM. You may have one module that is bad.
Second, press F2 as soon as you see the Dell screen and see if you can get into the BIOS setup. Post back with the results please.
