I used to work a Tech Helpdesk, but I need more information. Is your mouse working? Is your keyboard registering with your computer? What operating system are you using (Windows XP/Vista/7/8)? You may have to go into the BIOS, but hopefully not. Is it just the screen that is "locked"? If you can provide any additional information, I may be able to help you.
use a prog like:PCwizard2008 to examine your whole system, save the whole hardware configuration as pdf-document(up to 99 pages) on a separate disk/stick/floppy /cd for further assistance back-up personal data, music, videos, docs, savegames!!!!!!!!!!

Hello,
Its really hard to downgrade from vista to XP on dell laptops. vista and XP use completely different drivers and dell has stopped writing drivers for XP.
But still you can downgrade. You need to setup external SATA harddrive from where your XP CD should boot as it wont boot from your current harddrive that has vista. Even if you set these up and downgrade, Since dell has stopped writing drivers your new XP will not work with many new softwares and applications as you wont have drivers for them.
I would advice you to use Vista.
Good luck,
Please rate the solution.
~regards,
Jegan
