Have you tried resetting the machine using the reset button on the back of the vacuum? If not please press the reset button. Here are additional troubleshooting steps that you may apply to determine what's wrong with it.
1. Ensure that the power cord is firmly in. You may also try to unplug and replug the power cord.
2. This vacuums are equipped with a thermal motor protection circuit that will shut the vacuum down if it detects excessive heat up. Overloading due to a clog, or the bag being full can cause heat up.
3. Check the hose pipe or the upright's mouth and remove any obstacles. Use a broom handle to poke any debris that may become trapped in the hose.
4. Unplug the machine and use your fingers to pull out any debris in the machine's mouth. Cut any thread or string that may have become wound around the rollers. Plug the machine back in and press the reset button on the back of the vacuum.
5. Switch the carpet switch to the "Carpet" position if you are using the vacuum on carpet and the vacuum won't pick up debris. Turn the tool activation switch to the "Off" position. Take a look at the light marked "Brushroll." If it's illuminated, remove the cause of the jam at the brushroll.
6. If the vacuum allows dust to escape, check if all the covers are tight. The filters and vacuum bag must be installed correctly. The filters snap into place and cannot be washed and re-used. Make sure the base of the bag collar is on the bag supports.

And, on the RC 1500 key, there’s a slider between the on off button and the cord retract button. It goes from nothing to “Max”. Seems odd to have a separate on off button and power rheostat slider, but there you go.

THANK :YOU SO MUCH! IT worked. Had no idea there was a reset button, even though we went over and over the vacuum - looking for ANYTHING that we could fiddle with. I think it did overheat.....I will check the vacuum to see if there are any clogs, etc. BUT, you are the best. THANKS again.

Thank Reynaldo Labaguis Jr.!!! Your post from even 8 years ago saved me a trip to the vacuum cleaner dealership for such a simple repair. Key was your excellent description matching the symptoms of the problem, and easy steps to follow. The blockage was about 2.5cm (1 inch) from the intake tube behind the roller. It was of dust balls, and pieces of paper. Riccar design is well done for easy light home repair.
Symptom - Riccar vacuum cleaner stopped while using it to vacuum carpets. Turned it off and made sure the cord plug was tightly plugged into the wall socket. Turned it on - the switch glowed green indicating power but no vacuum motor response. I plugged the vacuum into another plug. Same Result. The vacuum was slightly warm to the touch. It had a new nearly empty vacuum bag.
Fix Time: 10-15 minutes
What's needed: Wire coat hanger, and a quarter.
With the Riccar VIBDL.2 vacuum UNPLUGGED laying on a bed on its back on the bed, with roller horizontal front of vaccum facing upwards towards the ceiling, I was able to gain access to the intake vacuum tube by removing the cover plate that connects to the front edge of the vacuum front and down to about midway just above the roller.
1) DO THIS FIRST - the screw in the middle above the roller - you don't have to remove - there is locking slider that you push to the left to gain access to an opening around the screw. This way you don't need a screwdriver (With this Model) to remove the screw.
2) on the outer edges of the plate there are extended Tabs of plastic that have "PULL" on them. You can tug on them (ONLY AFTER DOING STEP 1 FIRST) - but I found that if you took a quarter and wedged it between the frame of the vacuum head and the tab and gently rotated the quarter, and the tab easily popped off. I did not want to pull hard thinking I may break the plastic tabs.
3) Using tweezers, then later carefully, a wire coat hanger that was unwound from the top clip and extended, I was able to pull the blockage out.
4) After getting the blockage out reversed steps 2) and 1) above.
** Important ** is finding the white small heat reset switch on the lower left on the back of the vacuum to get the vacuum motor to power up.
Turned it on - and it worked!
