Whenever you are taking pictures of people within six feet of you, it is a good idea to turn on the flash whether you are indoors or out. The Flash mode is easily accessed via the arrow pad on the back of the camera. Press the up arrow key, which has a lightning bolt icon, to enter the Flash Mode. Press the down key to select the lightning bolt icon and press “OK”. The flash will fire every time in this mode. Your outdoor pictures of people should improve in appearance since the flash will fill-in shadows normally apparent in outdoor shots.

What are the optimal settings for my digital camera? I have a brand new Canon PowerShot 12.1-Megapixel Digital ELPH camera, but I've been really disappointed in the quality of pictures it takes. For...

Small white circles usually means dust on the lens.  Remove the dust with a blowerbrush - not a tissue.
You are asking for a "1 size fits all" solution for your settings, and indoor and outdoor use really means different settings.  What you should be looking for is the "White Balance" setting - on Auto it will be about right, most of the time.  You should be able to switch between indoor/outdoor settings (but they may be called portrait and landscape, or similar) and you will have to look through the menus for this.

Outdoor pictures is not working..

I'm not familiar with the A430 specifically, but all digital cameras have exposure settings for the type of picture you're taking (outdoor scene, portrait, shadows, etc.). Since you can take good interior pictures, I think you're likely set on a "indoor" or "shadow" setting rather than "auto". Some of the icons are a little confusing but "auto" is the best setting for most situations. If the camera is set to auto already, then I would suspect that the light sensor is defective and contacting Canon Support is your best option.

Kodak z612 camera now underexposes all flash photos, and overexposes all outdoor photos.

Check your settings. You probably have something set on manual control. Just set the camera's settings for automatic and you should be good to go.

Outdoor shots are blue

Hey VickylnStL,
What I believe is going on is your white balance setting has been set to incandescent light which on your camera is a light bulb. For outdoor shots you should have the camera set to auto white balance, or have the white balance symbol set to the sun icon or the cloud icon depending on the conditions outside. I hope this helps!

Sincerely,
Allan

Best 35mm film for outdoor photos

The best film is the one YOU like the best.

Flash can be used to fill in the shadows in outdoor portraits, as you say. Do it by all means, if that's the effect you want. Sometimes you may not want it. Do it both ways and see how they come out.

Photography is all about YOUR creativity.
