As Eugene Rounds suggests, check the primer button is working ok. It should feel spongy and fill after a few pushes. If it doesn't the fuel filter could be dirty but more likely, the one way check valve in the primer bulb is gummed and stuck.

You said you cleaned the fuel lines but did you clean the carburetor. It has internal filter screen. Also you need the carburetor diaphragms for hardening and if they install a new rebuild kit.
Since you had the fuel lines off make sure you installed them correctly. The primer should pulling out of the carburetor and not pushing it in.
A compression test is a good idea to do as you will need at 100 psi for a 2 cycle engine to start. Bad compression can be caused by struck rings, badly scored cylinders/pistons, and plugged spark arrestors.
Note: When ordering you will the model info and including the type number. The type number for Poulans is the last digit of the serial number.
I recently had a bout of "sticky" gas in my tiller. It hadn't been used for 6 mo. I got it running on quick start (Ether), but it quit after a half hour and wouldn't start - even with quick start. So the compression had gone flat. Removing he head I found the intake valve suck open - STICKY GAS !!! Get some SeaFoam, or STA-BIL Fuel Stabilizer. Flush out the tank and add fresh gas & 1 oz of the additive. If you have low compression -less than 50 psi - you'll need to remove the head. If a valve is stuck open, drop in a little additive around the valve guide, then gently tap it down with a hammer. Pull the starter cord thru to verify that both valves work free, then replace the head.
