The hard drive could be slightly faulty. Try this first.
To repair missing or corrupted system file/s, boot up with the Windows installation CD then -
Press R to repair when instructed.
Press 1 or Enter to repair the C:\Windows folder.
Then type chkdsk /r and then press Enter.
The repair process will take quite a long time.

XP is dead. Don't waste money on it. Download a free, safe, modern operating system and install that. I have an old Toshiba and it runs Puppy Linux, but you might like Mint or Zorin, or Lubuntu if it's a 32 bit system. download one or two onto flash drives or CD, and give it a spin. Puppy will run off a CD, even if your hard drive is bad.

Toshiba satellite wont boot up windows just black screne with pointer arrow

While your laptop is trying to start up, press the F8 key several times. This should give you several start up options. Select start in safe mode.

This will load a stripped down version of windows. Click on Start - all programmes - Accessories - System Tools - System Restore (This for XP, Vista and Win7 slightly different) and select a restore point priort to when the problem started.

HOW DO I GET IN TO THE BIOS ON MY TOSHIBA SATELLITE PRO 470CDT, I NEED TO RECONFIGURE THE BOOT ORDER SO I CAN REINSTALL THE WINDOWS OS FROM CD.

There are usaually a standard to getting into BIOS at boot up. Sometimes you have to be quick.
Tha most common keys to press are as follows

1. F1
2. F2
3. F10
4. F12
5. Del

Try those. not all together try a different one on each boot. you must do it during post, and if echo is turned off it is just a timing issue. It must be pressed before O.S. post screen, ie. " Windows" shows on screen.

Let us know if this helped you.

Thank you

I cannot remove a folder on my desktop

This is happening because you just copied the folder over from the other user. The system thinks that you do not have the right to delete is cause it is registered under that user. (which is gone now). The only think I can think of is to log in as an administrator under safe mode and try deleting it that way then rebooting. Tap the F8 key on boot up to access safe mode options.
