There are several security codes used on cell phones. I'll try to define each:
1) Limited access code: This is a pre-set code that limits the phone's use to dialing or receiving only pre-programmed numbers. For example, an employer gives a company phone to a delivery guy which will only make calls to -and receive calls from - the office.
2) Security codes:
a) Software security unlock code: Most phones are locked to accept only apps (software) from approved venders. This code is used to unlock the phone so it will download and install third-party applications.
b) User Security Codes (or Blocking codes) : This code unlocks the phone so it can be used to make and receive calls. Without this code the phone is 'blocked' from making or receiving calls.
PUC Code: This code is required when a security code (or block code) has been entered incorrectly too many times. (For example: Someone finds a lost phone which has requires a security code to use the phone, and attempts to guess the code several times.) Once this happens, the phone becomes locked to where the security code can no longer be guessed. A PUC code must now be entered. And, the only way to obtain the PUC Code is directly from the cell phone company that provides service to the phone. (A PUC Code is sometimes referred to as a Master Unlock Code.) Without it, the phone can never make calls again. Attempting to guess the PUC code 10 times can/will damage the phone and the SIM card if the phone has one.
SIM Unlock: Sim Unlock, or Network Unlock is a code which when entered on the phone allows the phone to be used with different cell phone companies.

PUK simply means Personal Unblocking Key. PUK is meant for the sim card and not the phone. If your sim cad is locked and require you to enter an unblocking code, it is the PUK code it is requesting for.
But if the phone is what is being locked, it is the phones unblocking code it is requesting for, which mainly is a security code meant for your phone.
