Hello Chris this problem is coming from your high voltage circuit which consist of the flyback transformer and the horizontal output circuit, the most common problem when it is acting this way would be bad soldering on the flyback transformer or defective transformer but keep in mind it can also be caused by the horizontal circuit or a faulty lamp as well can cause this problem, what i would recommend is to have a tech come out to service your tv set this should not be an expensive repair since most of the time it is just bad soldering on the flyback thank you hope this helps.

There is one fuse if you look in the rear of the set on the left side follow the power cord as the cord plugs into the Main filter board which has the fuse. Its located right next to the power cord on the right side of that board

I would try replacing CP150 , CP114 and also CP120 as those three capacitors have been known too fail which will prevent the set from powering up.

CK capacitors cp114,cp120 cp150 they are on the Deflection Board.

Does the set fornt led blink when you plug it in or it completly dead
