The air holes on the bottom of the batteries are there for the battery to vent. Downside is, these vents can also allow moisture to get in and prevent contacts from letting the battery charge and causing the "defective" display on the charger.

I work on pool and spa equipment and I had dropped my batteries in a small puddle of water where I was working, both went dead immediately and both showed "defective" on the charger even after drying them out for a few days.

Tried using a can of air and gave each of the vent holes several shots... The batteries charged and are now working perfectly.

I'm sure even overnight condensation could be the culprit for a charger to display "Defective"

Are the lights blinking or steady?

On my Ryobi battery charger (dual-chemistry), if the red and green lights are both blinking, the battery is damaged and will not accept a charge. Replace the battery and dispose of the old one properly. (Places like Home Depot and battery shops will take the old battery for recycling.)

The older NiCd battery charger that we had indicated a bad battery when the yellow and green lights came on.

These batteries do have a finite number of times that they can be recharged. When they start to fail, one cell usually will go bad. It's generally not worth trying to replace one cell.

Manuals for the Ryobi One+ tools are http://www.ryobitools.com/catalog/18v_oneplus#/overview . Click on the tool or battery pack to get the Owner's Manual. (Manuals are not on the charger page.)

On rare occassions the charger can fail. If a new battery doesn't charge, then replace the charger.

I hope this helps.

Based on the "steady lights", I think you have the older charger. If the yellow and green lights are steady, you may have a bad battery or a completely discharged one. If the red light doesn't come on after 30 minutes with the battery on the charger, then you have a bad battery. (To me the lights look yellow, green and red (from left to right). I've assumed the the light I consider yellow is the one you call orange. The red light is marked Rapid Charge and the green is Charged.) As I said before, if a new battery isn't charging, then the charger itself is bad. (Since you see the lights, it isn't the power supply of the charger.)

Only the new charger has blinking lights for the status information.

    I hope this helps.

I have a brand new Ryobi kit put battery in the charger the red light goes on and the green light flashers on and off is this charging or should the green light go off until battery is charged.

When the battery is charged the green will be steady on and the red will go off. Flashing green is an indication that it is charging.

hope this helps?

I have a black & decker pivot plus that will not charge. How do I know if I need a battery or if I need a charger?

Batteries are only good for about a year, if they are older than that, take them back to the store and see if they are guaranteed at all, (all Ryobi tools and batteries have a date code on them, and they are all guaranteed for 2 years, a little plug for Ryobi,) that is all I buy now days, they work great. So, to check your charger, you will need a volt meter set on 12 or 20 v dc, and see if the charger is putting out, if not, then, the cost of a new ryobi might be the same as the fix for the black and decker. That is if you use the thing, we use our cordless tools every day and charge them every night, hope this helps.

You need to have the charger tested, if you know that batteries are good then what else could it be. This LIon charger has a logic circuit in it like a computer.

Battery wont charge green light and orange light come on but no charging happens, i have 3 other of the same batteries and they charge and work fine.

Is this an old battery? Batteries can fail and not charge after a lot of use. If it's new, run it all the way dead, then try to recharge .
