don't think it has to do with any sort of belt instead it seems that something
is stuck under agitator or the agitator needs replacement. You can view this

Your washing machine belt is the cause of the problem. It is the reason your washing machine is agitating slowly.
You need to either tighten the belt, or replace it. Make sure you don't tighten the belt too tight.

I see the belt but it doesn't have any tension.
