Hi Roger...This amp has a circuit that protects it a number of ways: short circuit, thermal, subsonic, RF protection, and output DC offset. Unfortunately, the symptoms you have, with speakers disconnected indicate that the amp has a failed output stage producing a DC offset, and the protection circuit is operating to protect you speakers from damage. If the amp is still under warranty to Phonic. go here if you are unsure about your warranty, and log a fault with Phonic(I am assuming you are in the US of A)
Other than that, I am afraid you will need to take it to a Phonic agent for repair, as voltages and circuitry used in the model are not suitable for unqualified personnel to repair. Good luck Thanks for using FixYa

Most new stuff has the fuse/fuses mounted in clips on the power supply board.
If yours is anything like the one a picked up for one of my bands, you can take the bottom plate off and see everything inside.
Look for where the AC cord goes after the power switch.
There should be a circuit board with a fuse or 2 mounted on it
