I have an IP4600 also, and it gave me the flashing green and amber lights and the "B200" error code. Well, I Googled for solutions and I got exactly the results you got -- toss it! I ran across one answer for another model of Canon printer and to reset it you had to hold the "green light" button (the power button) for a prolonged period. I figured why not? since I was becoming alarmed that I would have to figure out how to remove the print head, etc. and the cost of the part and the questionable result after all of that. Anyway, I held the button in for 20 seconds on my watch and --- it worked! The amber light stopped flashing and the green light stayed steady. Since I had cotton swabs, warm water, and paper toweling all ready for a major operation I decided to clean the rails but the button-pushing seemed to reset the printer whereas the disconnecting the power cord did not. Anyway, if you haven't thrown the thing out yet you might try this. Good luck!
I am sorry to say that you will need a new printhead and main logic board to solve this error. What has probably happened is the printhead has shorted the logic board. So unfortunately you MUST replace both together. I think this may be rather expensive.
