Check your data or files such as messages,photo,video etc. whether it's too many stored on your phone.delete unused data/files so that phone memory able to save space to operate the phone smoothly.
try to test another phone and insert your simcard and check if will works,if its working,then phone has the problem.
reset your phone by going to settings > master reset to restore your phone into default,remember that all data will be erase if you continue this method,be sure to back up everything that is important before doing so.

If your phone in not sending or receiving any messages. The problem is not from the phone, it is from the network you are operating with. You do not have the service center number that is why it is not sending or receiving messages.
The service center number depends on the sim network or your service providers network. To get the service center number, check on the user guide of your sim card or contact the customer care center of your network provider and they will give you the service center number. Or check on the phone of a friend that uses the same networks.
On your friends phone, you are to go to the phone menu, select message, go to option and select message settings profile, then you check his message center number, this is if he he using a nokia phone, you can explore other types of phone to know where the message center number is.
Once you have gotten the center number, go to your phone messages, select the sending profile and enter the message center number manually ans save it, after doing so, turn off and on your phone, and try to send messages. It will send and receive.
