I want to spray a stairs with pc cellulose paint .It was previously varnished with oil based varnish

You are going to have to strip the varnish off with a commercial varnish stripper. There are a few brands and the ingredients are about the same in all of them. Use very fine 200 grit sandpaper to roughen up the wood surface a bit for better adhesion. Home Depot and Lowe's have suitable products. You can ask about the types of paints and prep for use on stairs as well.

The back brake are staying on when diveing the car and there is a bad smell coming out of the brakes

does the car have disc brakes or standard drum brakes !! if its disc brakes in the back. usually a stuck brake caliper will cause this. if it is stuck bad and can not get cup loose from caliper, replace caliper is best fix. and the smell from the back is probably the brake pads burning up. if the caliper sticks, then the pads will still be in contact with brake rotor.

After driving for around 30 minutes, the brake

That sounds like the "Porportioning valve" is defective.
You may want to go to your local library and check out a Chilton's, or some other repair manual for the "how to" to fix yourself or take it to a tech you can trust.

Smells like brakes are burning

This sounds like a caliper hanging up and not releasing. Are you sure the calipers were replaced? I would take this back to the shop where it was done as you will quickly ruin the new pads and rotors if the calipers are not operating correctly.

New rear brake pads on drivers side smells like it is burning

If you smell burning - the caliper might not be opening properly.. Break might be sticking..
Jack it up.. The tire should spin freely..
If not - try bleedingthe lines real good..

PS - one should never use cheep pads..

Hope this helps !!

New Mastercool pads smell bad

The cellulose pads in a mastercool are glued together and usually the adhesive is what you smell. It may take a while for it to go away. Strange as it may seem, as the pads get more mineralization and you use it more the smell will go away. Do not use a cooler for your whole house without plenty of exhaust through a window or an updux. Coolers work best when there is plenty of freely moving air.

Rear brake

Sounds like you have a stuck caliper on the rear, and brake pads worn out. Replace caliper, pads and most likely rotors.
