What I would try is to replace the harddrive and reinstall windows. it seems like the hard drive is bad and can not read it and that will take time if the computer can not read the hard drive very good and will take time to work and if it does not work even to get to the page on the internet. replace the hard drive and reinstall windows. for the harddrive is bad

did you go into network connections? there you can hit the repair tab this should renew the IP address for you and at the same time recognize your lap top. also you should check that the proxy settings in your lap top match the settings in your desk top. keep me posted.......good luck
