Here is the reset process. You need to carefully follow the steps for it to work. Not to defend Canon but without the waste ink counter you will at some point end up with ink leaking from the printer.
Waste Error Reset 1: Power off printer 2: Hold Resume button then press and hold POWER, the beeper will sound once. 3: Hold POWER and release RESUME 4: Press RESUME twice 5: When the indicator lights steady, press RESUME three(3) times. The indicator should be orange. 6: Press Power to set data
both light are blinking at the same time or blinking alternatively ? if both blinking same time, it's a fatal error.. means it could be something wrong with the carriage or board or encoder belt... if the light blink alternatively, it means the waste ink counter need to be reset and ink pad need to be replaced.
Green and yellow is a service error, but it flashes a longer green, and then the green yellow flashes, and a longer green again. You need to count the number of yellow-greens in between the longer green flashes, to know the error code.
The POWER Lamp Flashes Orange
Eight flashes: Waste ink tank almost full
The printer has a built-in waste ink tank for the ink used
during print head cleaning. Eight flashes indicates that the waste ink tank is
nearly full. Press the RESUME/CANCEL button to cancel the
error so you can continue printing. Before the waste ink tank becomes completely
full, contact a Canon service representative.
Note
Canon recommends that you call for service as soon as this
error occurs. Once the waste ink tank becomes completely full, printing will no
longer be possible.
You need to Remove the ink Cartridge first in order for the code to take effect. 1) Closethe print head cover. 2) While pressing the Stop/Reset button, press the Power button. (Do not release the buttons. TheLED lights in green to indicate that a function is selectable.) 4) While holding the Power button, release the Stop/Reset button. (Do notrelease the Power button.) 5) While holding the Power button, press the Stop/Reset button 2 times,(Canon idle will appear)and then release the Power and Stop/Reset buttons.(Each time the Stop/Reset button is pressed, the LED lights alternately ineither orange or green, starting with 0. 6) When the LED stops blinking and lights in green, press the Stop/Resetbutton 4 times. (Each time the Stop/Reset button is pressed, the LEDlights alternately in either orange or green, starting with orange.) 7) Press the Power button 2 times. ( the '' Canon" appear twice).The LED lights in green, and the selectedfunction is performed. (When the operation completes, the printer returns tothe menu selection mode automatically.) 8) Power off then back on and test. 9) Congrats!!

Sorry the manual doesn't help much either... this is what it says, "POWER lamp flashes alternate green and orange Turn the printer off and unplug
the printer from the power supply. Plug the printer back in and turn the printer
back on. If the problem remains, contact
a Canon service representative."
You could try the following reset code which works when reseting after emptying the waste ink tank:
Turn off printer 2. Hold down Resume button and press Power button. 3. Keep holding down Power button and let Resume
button go. 4. Press Resume button 2 times then let BOTH
buttons go. 5. Green lights will flash and then stop blinking. 6. When green lights are solid, press the Resume
button 4 times. 7. Press the Power button and the printer should
turn off, if not, press the Power button once more. 8. Your printer should respond as normal.
according to cannon the Waste ink ABORBER not tank is getting full. To clear this error press resume and print button. But this will only fix your problem if at all for a short time as this is not considered user replaceable part. You can contact canon on line at http://consumer.usa.canon.com Good luck
