Asking to 'downgrade' to XP, I would assume you have something newer (Vista or 7 comes to mind). In this case there is no way to 'downgrade' to XP. Sorry for the bad news but it seems you have to either deal with what you have or do a clean install. Which is not a bad idea at any rate.

Keep in mind any data you have on the drive you format will be *wiped clean*. Be sure to backup any data (pictures, documents, videos, etc.) before losing it all.

Just launch the Vista install disc , it will automaticaly erase Windows 7 and install a new fresh version of Vista .
Caution : Back up your data and especially the drivers before proceeding .

If it is a new emachine, then it proberly will not let you. There is a problem with drivers. certain pieces of the hardware might no have any drivers that are supported by XP.. The best thing you can do is check the emachine website to see if any drivers XP. If so then follow this basic guide to format and re-install XP on your PC.

Downgrading vista to xp
Now you need to find a Windows XP install disk that can match the licence number printed on the sticker at the back of the laptop and reinstall XP using your serial key.
You will have to download and install also the XP drivers, you find them on manufacturer website.

Xp Drivers needed for Satellite U400-138 to downgrade from Vista Home premium
Yes you can downgrade it to windows xp. go to toshiba website www.toshiba.com and from there you can download the drivers for Windows XP. befor installing Windows XP please download the Network driver and save it on a CD or any other driver. Then install Windows XP. Install the network drivers, connect to the internet and install the other drivers required.
