I have a Canon PowerShot SD 1400 Digital Elph (all black). The camera lens is shut. When I try powering on the camera it says "Lens Error Will shut down automatically Restart camera". I did NOT drop my camera. I do not know how to restart the camera. Please help!

From the way you describe the problem it appears that the retraction mechanism has become out of line. I think that as you can hear a clicking sound the mechanism is working but not engaging with the lens. Try gently applying slight pressure on the front of the lens this may help to re-engage. You may need to consider a trip to the repair shop.
You could try you local electrical or photo retailer but I'd get a quote first. I don't intend to be rude but its likely the repair could cost more than the camera is worth.
Your problem in your lens...Try to bring service center. Cause, canon lens it for me it not easy to disassembe dan assemble it again...Different with other camera lens, like KODAK and Samsung. At sony camera "E18" can be "Turn the power off and On again" like my Sony W.35
