I have a self propelled Toro walk behind that does not have a throttle control. Stalls out if grass is just a bit high. How/ where do I adjust throttle

Most new mowers do not have a throttle adjustment, the motor has a govnor that helps the motor speed up when the load requires it. The first thing you should check is that the blade is sharp which makes it easier to cut the grass. If the grass is still too high for the motor to keep up, it's usually easier to raise the deck (lower the wheels) so you are not cutting as much grass on each pass. Then lower the deck to where you want the grass height to be and make a second pass.

You can't and you don't. The engine speed is controlled by the governor. If the engine has a Briggs Quantam engine, you may be able to "add" a throttle cable w/ lever control. They say Murray makes a good one. Some of the Briggs still have the hardware on the carburetor to make this possible. You will need to look at your engine and carburetor set up. No push/walk behind mowers have the throttle cable/lever anymore....just riders. It is most likely part due to EPA mandated emission rules which have become quite stringent in the past few years.

Your mower doesn't have enough power to handle very thick grass at high speed. You need to go slower across the lawn. That's easy to do if this is a push mower (just don't walk so fast) or if it's a self-propelled model with a speed control. But if it's a single-speed model you'll have to mow the lawn in fits and starts: squeeze the lever to move it forward; release it when you hear it bogging down; wait for the motor to reach full speed; squeeze the lever to move it forward again; repeat. Also, is the grass very high? If so, try setting the cutting height higher on the first pass, then lower it for a second pass. Finally, make sure the blade is sharp.

Have a self-starting, self propelled toro lawn mower about 5 years old, I ran it out of gas by accident & now it won't start

It seems to be an obstruction in your fuel delivery system. Get a can of ether and a spray a short burst of it into the breather area near the carburetor, if the mower starts up and then stalls out, then you may need to get your carburetor serviced.

I suspect the drive belt, not the Hydro. Especially if the drive belt was never replaced. The belts are known to stretch and wear out over time. It's a cheap part.

6.5 toro walk behind self propell b&s engine. self propel does not work

Try adjusting your self propel cable. A slight extension of the cable (1/4 inch) will double speed, so do a little at a time. Take the back guard off and clean debris 2 or 3 screws and it is just a cover so nothing will pop out unless that is your real problem. You should have grease fittings behind rear wheels so squirt 2 times with grease gun in each wheel and 1 squirt every 3rd mow.
