From page 20 of the manual:
Unplug the power cord from the electrical outlet and from the back of the unit. Then plug the power adapter cord back into the back of the answering system and the electrical outlet. This is a complete reset.

Vtech w/answering maching does not allow outgoing calls or record
unplugging the unit from the power source and waiting 30seconds seems to be the answer. the answering machine is working and i can call out again.

GE 29875GE1 - Deleted Voicemail Retrieval
I have the same machine. There is no way to retreive it. You may be able to pay someone a lot of money to some how extract it off the chip but it would have to be a really important message and even then I do not know for sure if it is possible.
