My cellphone is off I've tried unsuccessfully to get the phone turned
on so I can use my At&t sim card in I've tried the four 0000's to get
the phone something blocking it over in the right hand corner at the
top by the battery and the key sign next to it is a X .The phone is off

The D807 doesn't have the option to copy all contacts to the SIM from the phone by using key presses on the phone, only to the phone from the SIM. The management software allows you to manually move all those contacts to the SIM, or to your computer, which is a better idea because the SIM doesn't store the data in the same way so some is lost. For example, the phone stores a name as two separate parts, first and last, but the SIM only has a single data entry for the name so you lose the last name from each of your contacts if you directly pass the data to the SIM.
The same happened to me. What you do is, your supposed to enter the code. If it doesn't work, enter your password from before. Everything is erased because it reset itself. There is nothing yoou can do. You can also bring it to a Verizon Store for them to restore your contacts and music.

Phone lock code is totally different from a PIN or a PUK.
The default Phone lock code for most of the sony Ericsson is "0000" (Four Zeroes)
If you are looking for a phone lock you can try putting the above code. If you have mistyped the PIN and then the PUK then the SIM card itself is corrupted and in that case you will have to replace the card.
I have to inform you that China sells alot of "unlocked" phones some of
them are legit some are not.There are alot of conterfeit phones coming
out of China you have to be careful. It's clear that the sim card is
fine if you used it previously in another AT&T phone.
The problem is the phone itself, either A. it is not unlocked as it was
advertised to be or B. the phone is bunk period....can you post the
website you purchased this from ?
There is not much we can do from this site, AT&T was your best bet.
Typically they will not deal with "unlocked" phones did you mention to
them that you purchased it from China ?
