Check your loacl yellow pages for an electric motor repair shop. They may find it is fixable but could at least tell you if it is salvagable or not. Some even carry replacement motors at costs lower than the pool stores.

Be sure you have connected the motor to the line leads correctly and that the motor is set for the proper line voltage.
A somewhat common problem is that most motors are dual voltage (can be ran on 115 or 230 volt) and come factory set for 230 volts. If you connect it to a 115 volt circuit it will run for a while and then overheat and shut off.

That means that the connection between the motor and the actual centrifugal pump is broken. This is terminal: replacing the broken part will cost you more than the price for a brand new pump. Just cut your losses and replace it.

There is no standard pressure your pump should operate at. Instead it will vary based upon the hydraulic load of the system and it's components. A range common to AG pumps/filters is between 10 and 16. As the filter gets dirty it will rise over time and then you'll need to clean the filter. A rule of thumb is 8-10 pounds over the 'clean' pressure you should clean the filter.
