The problem is in the remote charger or batteries in each phone is the issue. If you are handy with a meter, "set it to DC volts" press down on the charging tabs, you should have at least 3.6V to 12V if it reads 0 the remote charger is defective.
Both the remote charger and batteries in both phones are operating OK. The problem is charging the phone at the base unit. The charging tabs in the base unit reads 0 volts.
Okay! that is where the problem is, check the power source going into the main base, "if you have a plug in type remove and check, if unit is hard wired, main base must be taken apart and the voltage traced to see where the problem is.
