Please make sure that the Battery in the Camera is fully charged.
Please check if the issue is with the battery charger. Make sure that the Charge Lamp in the Battery Charger is lit when connected to the Wall outlet.
You can try recharging the battery pack for almost 6 hours as initial charging.
If you've another battery pack, try using the same to check if the issue is with the Camera or with the battery.
You can also try turning on the Camera by connecting the optional ACL-S5K AC Adapter. This Adapter can be used for turning on the Camera, it cannot be used to charge the battery pack. For charging the battery in the Camera, the supplied battery charged needs to be used.
If the Camera is not turning on using both the AC Adapter and new battery, then the Camera may require service.

There is a problem in your battery either you need to replace it or you can try to charge it through USB.
If you want to charge your camera through USB follow the instruction:-
1) In the computer turn OFF the hibernate, sleep or stand by Mode.
2) Turn OFF the camera.
3) Connect the your camera to the computer through USB Cable.4) Wait for your camera battery to charge (Approx. 3 hours) This may resolve your problem,Else you need to replace your battery Rating the solution is highly appreciated...Good Luck

The cameras do that only when there isn't sufficient power to run the camera, your battery needs to be replaced, or if your charging it, the charger or the battery may have gone bad.
If battries still blinking , chances are that the battries are buggred...try new battries after fully charging...this is cheaper option to try before trying to open the camera..
Well, you have charged it right? Yes, I know it can be difficult but let it charge for about a day if you already havn't. I have the same camera but have had no problems with it. Your camera may be defective. It could be either the battery or the camera. You might want to go ask a worker from the place you got it from if they know.
i have a Cyber DSC F-828 and it will not turn on indacator light flashes after charging and reseting but wiil not stay on. Battery has a full charge. Help thanks
In order to charge the battery for the camera you need to use the supplied charger that came with the camera. The camera is not going to charge when connected to the USB port of the computer. Camera was not designed to be charged that way.
if you want to turn it on do a firmware reset:
To do a firmware reset, open the battery bay, remove the battery and
the SD card, and then insert a paper clip into the tiny hole in front
of the little "+ -" sticker on the battery door. Hold it for 6
seconds, and remove. After this reinsert the battery, and the
turned it on this should allow you to do the update
