There are capacitors in the power circuits that need to be replaced, may be if you check you can see them leak or swell up. But be careful when replacing, put them in the correct direction and the same voltage and ahmps.

Well, if this is like my 93 Subaru Loyale, (2wd) there are actually two horns. Each are located just under the headlights. Absolute access to these (if the same) will require the front bumper being removed, or by pulling out the headlights.Considering the headlights need to be aligned to a specific direction, and are hard to re-position, I suggest removing the bumper instead. Your choice.
