The inner plastic ring has to be removed. That WIDE ring is called the choke. Use a flat bladed screwdriver and a knife blade to get it free. It has tabs on the inner side and the outside that have to be unlatched. Once the choke ring is free you will have access to the screws.

"Locked" meaning the buttons don't work/non-responsive (Child Safety Locked)? To Unlock/Disengage the Child Safety. Push and hold the
"Clear/Off" button for 3 to 4 seconds. The Child Safety is disengaged - problem solved.
"Locke" meaning the door? or locked meaning the buttons don't work? If it is the buttons then you have the child lock on. Push and hold the "Start" button for 4 to 5 seconds, and it will unlock.
